What does `long-term unemployed mean`?

I can understand those that are on IB or JSA – what about those that have too many savings to have taken up such benefits? If these people are not included in this `scheme` to give a `golden hello` to employers will these people be discriminated against both in society as unemployed people AND as savers – again one has to ask about Labour – what’s the point of saving for a rainy day?

What about those that are part-time and haven’t been able to get tax credits as their hours are too low?

Surely this scheme should be opened up to ALL those who have been unemployed or have been working part-time for 6 months?
