Do elected Mayors change anything?

I ask because another Labour cock-up, this time by Doncaster Council, has emerged regarding social services (on top of the Norwich one with the elderly being turfed out of homes only to be taken up by senior officers and Baby P in Haringey). If these were all Lib Dem councils you’d never hear the end of it.

Doncaster has an elected Mayor – if he can’t control this what is the point of him being there? Are there any mechanisms by which he can be challenged to stand down by petition?
