Ming to discuss Blair/Brown statism?

http://news.scotsman.com/politics.cfm?id=1679252007

`Gordon Brown is pledging a full-scale review of the country’s constitutional arrangements, including the possibility of forming a written constitution, setting out people’s rights and the roles of government and parliament. Campbell may be offered the task of taking the plans forward. `

Have no problem with the constitution – but it is up to parties what the roles of government and parliament are. Would this hamper us from reviewing central government and devolution? As part of the leadership contest I would like to hear exactly what the contenders think that Central Government’s role actually is. What I don’t want is for our hands to be tied to different departments HAVING to be part of government when these could be devolved.
